According to Fox News, the first living recipient of the Medal of Honor since the Vietnam war will go to a native of Iowa.

I assume they mean the action that earned him the citation is the first action so honored since the Vietnam war; the Medal of Honor has been awarded in my lifetime to veterans who had long since distinguished themselves - including Senator Inouye. The fact that he was a serving member of Congress when he was awarded the Medal might lead one to suppose that he didn't really earn it, but his citation is pretty compelling.
