For what it's worth, my understanding is that, in the case of a vacancy in a New York seat in the US House of Representatives, the Governor is authorized but not required to call a special election. If he does call an election, it occurs 30-40 days later.
When Tickle-me Eric resigned last week, a number of possible candidates were discussed, but my understanding is that support within the Republican party has coalesced around Tom Reed, the mayor of Corning, who has been the front-runner for a spot on the November ballot for several months. So he's most likely to be the next Republican candidate in this district, in an election to be held some time between late April and November.
