I think it's inevitable that members of the armed forces will occasionally kill a group of people who don't have it coming. It does not, fortunately, happen regularly, but there's no way to eliminate the possibility. What's important is that any such incidents be investigated and that those responsible be punished. Also, while there may be a legitimate need to keep some of the proceedings secret, the process ought to be as open as possible; it has to be made clear that any such actions will be punished. The appearance of a cover-up, in particular, should be avoided.
It may be too soon to pass judgment, but it sounds like the UN is failing to live up to what their standards ought to be. But I guess that's not a surprise.
